There are lot of Deemed to be universities and State Universities in India which offer engineering programs.In last 2-3 years especially, we have seen lot of Private State Universities which have come up in good numbers.
A number of prospective students and their parents seem somewhat confused in How these universities function. Which Govt. regulatory bodies control them etc.This is a little brief for the aspiring students and parents about the main features of these universities.
Deemed to be University:
The Deemed status in higher education is generally a coveted one and the institutions under deemed to be status are allowed to run without government interference.
This status is conferred by the University Grants Commission ( UGC) , a regulatory body under the Ministry of Human Resource Development under the section 3 of the UGC Act.
Section 3 of the UGC act empowers the Central Govt. to declare by notification any such institution as Deemed to be Universities. Deemed to be Universities are institutions which are not established as Universities through legislation but which are declared as Deemed to be Universities under section 3 of the UGC Act.
Initially this status was conferred to the institutions with 25 years in existence but later on this was amended and the minimum years of existence needed to be ten years.
Though there is also a provision to confer this status to institutions under De novo category under which the condition of minimum existence period is waived but subject to revision after five years. These Universitites have the power to award degrees.
These universities are autonomous in academic, administrative, finance aspects etc.
These Universities are not under the regulations of the Govt. authorities like AICTE though they are presumed to follow the standard guidelines and UGC has the power to inspect the functioning of these universities in regard to fee structure , students intake , admission process etc.
There are some deemed Universities which get the plan grants from UGC.
In total there are 130 Deemed to be Universities in India.The first institute to be conferred with Deemed to be University status was Indian Institute of Science, Bangalore in 1958.

State Universities ( Private):
In last 2-3 years, there has been lot of Private universities which has come in big numbers and the prospective students and parents are not so updated about the functioning and regulation of these universities.
The Private State universities are enacted by the legislation from the State Government of the State in which the University set up its campus.
Say if a University campus is to be started in UP, then a legislation is to be passed by the UP State Assembly and through an Act the University is allowed to start the campus.
In the Act ,there are certain conditions like Endowment Amount to be deposited , minimum land area , minimum built up area, allocation of a certain amount of fund for development of physical infrastructure etc.
The University has the autonomy to start the academic programs , student intake, admission procedure , fee structure though with certain laid down procedures in the act.
In recent years, a lot of Private Universities have come up in certain States and most of them are offering the engineering courses.
These Universities have the power to award degrees like other Govt Universities.
Till date ,we have 103 Private State Universities.
In some States, these universities have come up in big numbers in last 2 years :
In Himachal Pradesh, there are 11 Private Universities and 10 of these got the permission after 2009. All of these universities are offering engineering programs. The quality of education in these universities could definitely be an issue because of the limitation of resources. Here the parents and students need to seriously check on key issues as most of these universities are new campuses and not the one which are upgraded to university level from a running institute.
Also , 11 universities in a small state like Himachal Pradesh is really too much. These universities might not find the enough number of students needed to run these universities at a sustainable scale.
Likewise in Rajasthan also till date there are 23 Private State universities. Barring 2-3 universities, engineering programs are the main programs offered by these universities.
In Rajasthan also, all these universities were started after 2008,majority of them in 2010. Though some of these universities are promoted by well established groups with very good reputation and impressive track record for years.
The other State which is fast becoming the hub for Private State universities is Uttar Pradesh. Till date there are 16 Private State universities in Uttar Pradesh. 11 out of the total universities were started in last three years.
In case of Private State Universities, some are very well established universities but a number of universities started in last 2-3 years are finding it difficult to admit the required number of students even in their main program which is engineering. The students and parents need to seriously get into the deep facts before taking admissions into some of these newly started Private State Universities where the number of admitted students is quite low.
